Before I get to Noun and Verb Styles...
As I searched for these articles on the New York Times website, I noticed a very strong similarity in many of the titles. For instance, "Russia Marks 5 Years Since Beslan Tragedy," "Weather Lends a Hand Fighting California Fire," "Abduction Case Shows..." "Contractors Outnumber..." and "C.I.A. Resists...". This active voice seems to be in order to remain unbiased and factual, stating simply what is. Though these are journalistic articles more closely resembling Lanham's examples of Elizabeth Burns and Gilbert White in their scientific and thorough reporting, they employ the same quick-start subject-verb structure as Virginia Woolf. However, this is just an observation on the headings, not the articles themselves.
